A softer market does not reveal the strata bill

The RBA's August 2026 Statement on Monetary Policy says Australia's established housing market eased more than anticipated and average housing prices declined 1.6% from their March peak. A softer market may improve a buyer's negotiating position, but the asking price does not show whether an apartment building is financially prepared for maintenance or major work.

 

Moneysmart reminds buyers to budget for body corporate or strata fees alongside rates, insurance, maintenance and repairs. These costs sit outside the advertised purchase price and can materially change the cash flow needed to hold the property.

 

What the regular levy should fund

NSW Government guidance explains that regular strata levies generally support two funds. The administrative fund covers routine expenses, while the capital works fund sets money aside for major building work. Other states may use different names, but the financial question is similar: are the current contributions realistic for the building's actual condition and future plan?

Very low levies are not automatically a bargain. They can indicate that fees may need to rise later, particularly if the building has underfunded maintenance or upcoming work.

 

Three records to review before offering

Current levies and fund balances — compare regular contributions with the administrative and capital works or maintenance funds.

Defects and planned works — review known building problems, maintenance plans, insurance and any proposed major project.

Minutes and special levies — read recent AGM or committee minutes for disputes, legal matters, fee increases and any additional levy already discussed.

 

A special levy changes the real price

A special levy may be raised when the existing funds cannot cover major or unexpected work. Before making an offer, add any confirmed levy and a reasonable allowance for identified future work to the deposit, buying-cost and repayment budget. The result is a more useful estimate of the property's true holding cost.

 

Before you sign

Obtain the relevant strata or owners corporation records and ask a conveyancer or solicitor to check the documents for the state where you are buying. A lower sale price can be useful, but only after the building's financial obligations are understood.
